Abstract

The brief's key findings are: (1) In 2015, the number of recipients of Social Security disability insurance (DI) began dropping rapidly. (2) A predictable reason was that an aging population led more recipients to move onto retirement benefits. (3) More surprisingly, though, the number of new recipients also fell steeply. (4) The results suggest this drop was driven by two factors: 1) a strong economy; and 2) a stricter process for awarding benefits on appeal. (5) With DI now in a stronger financial position, it may be worth somewhat rebalancing its goals from encouraging work to protecting the vulnerable.
